The reason no money? I feel that it is the lack of a comprehensive plan. Having examined the NC DOT proposal I feel that ours is very lacking. The NC proposal was detailed down to every mile from Charlotte to Raleigh. Every needed curve reduction, grade crossing upgrade or overpass, signals, etc were all listed; Then the Raleigh to Petersburg which did not receive as much money because that part is not as complete a proposal but more complete than ours. Maybe the DOT will get their proposal ready for the next round.
